Photo caption from 48-1111_001 and missing photo [no suitable substitute]: "TRAILER COLONY DOOMED - Due to lack of proper sanitary facilities, Kitchener City Council has ruled that a colony of six trailers be removed. The camp, located on West Ave., is show above. It was claimed that refuse from the camp kitchens is thrown into a nearby creek which flows into Victoria Park."
