General note
On May 17, 1974 flash flooding of the Grand River occurred with the most severe flooding taking place in parts of Kitchener and downtown Cambridge (Galt), and Brantford, Ont. Subsequently, the Province of Ontario established a Royal Commission of Inquiry to investigate the causes and determine responsibility for the flood. Judge Wilfred Leach was appointed as Commissioner and was assigned the duties of hearing testimony and issuing a report based on his findings. The Inquiry commenced its hearings on July 9, 1974 in Kitchener, Ont. The hearings continued until November 14, 1974 after a total of 44 days in session and the accumulation of over 8000 pages of transcripts of testimony from 88 witnesses. Judge Leach issued his findings and recommendations, based upon the hearings, in a report released in 1975.
