According to the introduction, the "context of this report is the mathematical derivation of these transfer functions and the presentation of the open-loop amplitude and phase response for different reactor power levels." In 1960, Donald Cowan worked as a Research Assistant at Atomic Energy of Canada Limited. The report is stamped: "not for publication."
