Dr. Terrence (Terry) Downey is a graduate of St. Jerome's University (BA 1966). He completed a master’s and PhD in political science at Western University and then joined the University of Waterloo as a professor in the Department of Political Science in 1977. During his tenure, he served as the chair of the Department of Political Science and was the recipient of the Distinguished Teacher Award in 1988.

Downey resigned from the University of Waterloo in 1999 to become the president and vice-chancellor of St. Mary’s University College, a Catholic liberal arts institution in Calgary, Alberta.[1] He served in this role until 2011.

On August 1, 2011, Downey accepted a new position as president of St. Thomas More College, a Catholic institution federated with the University of Saskatchewan.[2] He served in this role until his retirement in 2018.[3]
